Oddly enough, this was the only place in Thailand where I saw anyone selling Pad Thai. I suspect it is a creation for Westerners. It appears the custom is after the cook is done preparing the dish the customer adds seasoning. They don't sprinkle it evenly over the dish, they heap large quantities of ground red chili in a pile on top and then do the same with sugar and peanuts. I presume they mix it later?
